She raised her hands and let them lie with strong pressure on his shoulders. Nara is about thirty miles from Osaka, and is famous for some ancient temples and fine groves of trees. The park containing the latter is quite extensive, and supports a considerable number of deer, so tame that they will feed from the hand of a stranger. As they are the stock sights of the place, there are plenty of opportunities to spend a few pennies for cakes to be given to the deer. The cakes are sold by some old women, who call the pets from the shelter of the trees, and bring them bounding to your side. The trees in the park are very old, and among the finest in Japan. There are few lovelier spots in the country than this; and as our friends reclined on the veranda of the little hotel to which John had led the way, and looked upon the smiling valley that spread before them, they pronounced the picture one of the prettiest they had ever seen. No reply for a moment, nothing but a quick heaving of the broad bosom, a livid play like summer lightning in the dark eyes. The man lighted a cigarette and puffed it noisily. As we went on towards Eerneghem French aviators were heroically reconnoitring above the German lines. One came from Dixmuiden and one from Nieuwpoort; both went to about half-way between these two towns, where the centre of the battle was. The Germans kept up an unbroken artillery fire at those birds in the air. I saw quite near to them shells exploding right and left and discharging dense, black clouds of smoke that disappeared slowly. There were moments when these black stretches of cloud seemed to form a frame round the aeroplanes, but the brave aviators knew how to escape from their assailants by all sorts of tricks. They came down to go up again unexpectedly, entirely changed their direction a moment later, and at last both disappeared undamaged. on anything more difficult than ice-cream soda water. He snatched it from her then, with a force that threw her to one side, and sent it flying across the room, smashing a water jug to bits. Then he pushed her away and going out, banged the door until the whitewash fell down from the cracks. Ellton could not eat. He bewailed his hard fate unceasingly. Ellton himself answered the muffled knock. "I didn't turn in," he said to the mysterious figure, shrouded in a cape, with a visor down to its peering eyes. Si and Shorty hurriedly posted the men behind trees and rocks, cautioned them to wait for orders, and fire low, and then stationed themselves, one at the right, and the other at the left of the irregular line. They had scarcely done so when the rebels came surging through the "deadening" in a torrent. They were urged on by two mounted officers wear ing respectively the silver stars of a Colonel and a Major. Maj. Oglesvie came up. "Yes, I reckon so." And then everyone returned to the original circle, and squatted. In what was almost a normal tone Gornom said: "Here is our new one. He must be told." "Where are the masters? Where is work?" She wished, with all the wormwood that lies in useless regrets, that she had never married. Then, paradoxically, she would not have been so utterly alone. She would have had at least the help of sweet memories undefiled. She could have taken refuge in them from her sorrow, built them perhaps at last into hope. Now she had to thrust them from her, for they were one and all soiled by her unfaithfulness. As the year climbed up again into spring, a tender pity for Bessie mingled with Robert's love. It was not the pity which begets love, but the sweeter kind which is begotten of it. Robert forgot all about his own hard life, the monotonous ruthless grind of work, the absence of all softness, homeliness, or sympathy, the denial of all gaiety and sport. He thought only of Bessie's troubles, and would have given the world to lighten[Pg 144] them. He longed to give her some little treat, or a present. But he had no money. For the first time he inwardly rebelled against the system which kept him penniless. None of the boys had any money, except Pete on Fair days—not even Albert, for the Rye Advertiser did not pay its poets. For the first time Robert saw this as unjust. "Mandate!" repeated the enraged baron—"ha! ha! Mandate, forsooth! From whom—from an impotent priest of a waning church—and which church, with the blessing of God and our good king, will soon cease to arrogate to itself the encroachment which it has made upon the royal prerogative." "Oh, father!" said she, raising up her eyes, that were filled with tears; "it is not for myself—it is for him." "Avast there! Master Tyler," said Wells, shaking off the grip of the smith; "I know no more of Lancaster than yourself: I told you this morning he was on the borders—and so, how, in the name of all the saints, could he be here?—but I tell ye, there are some here who would rather lay hand upon John of Gaunt's gold than upon John of Gaunt's body!" "Please your noble grace, that man lies. I found that parchment in an hostelry-yard at Gloucester, six years ago—I know it by the seals; and that John Oakley told me it was an old lease of no use, and so I gave it to him." China releases white paper on arms control in new era
(Xinhua) 10:19, November 27, 2025
BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
